This seems specifically to prevent a third person, while permitting the COS to be someone's Companion and his own as well.

Otherwise, the "except" part makes no sense to me.
The except is there because for a COS the Member and Companion must fly on the same flight. It is the only case where that is so. Thus, the exception.
