FYI, filling gas at IAD before a rental drop-off is very easy. There is an Exxon on your RHS just before you turn to the right to the road with the rental car companies. The shuttle ride from car rentals to the terminal is pretty short, quick and straightforward with maybe one or two traffic lights.

In this case I would have rented a car unless the pick-up would have been inconvenient for some reason.
