This seems specifically to prevent a third person, while permitting the COS to be someone's Companion and his own as well.

Otherwise, the "except" part makes no sense to me.
It's to prevent Person A from buying one seat, and having Person B as his or her Companion. If Person B has a CP and Person C is his or her companion, then Person B can bring Person C along too. Now let's say Person C has a CP...do you see where this is going? In theory, if this were allowed, you could fill up the entire plane with Companions by just buying one seat.
