Sometimes availability for reward tickets at the lowest mileage level isn't the same on multiple segment trips as it is for the individual segments. So, it is possible that each of the segments is available separately at the saver level but the combination isn't available. I have seen on several occasions that a two segment trip is available for the lower mileage level but one or both of the segments isn't available separately.
