Could you post those websites? I'm curious what the discrepancy is about. Have you called or emailed Customs about it? What was the upshot?

Unless you've determined it to be illegal to import without special permission, declare it simply as 'tea'.
I don't think not even declaring it is an option as then I look like I have hidden it on purpose.

Anyone got experience of bringing it through customs?
My only experience is not declaring gum and candy (Fruit Gums from the UK) as food. Only got a chewing out -- arr, arr -- but learned to err on the conservative side from then on: bottled water, breath mints or anything that can be consumed regardless of nutritional value I declare whether I 'should have to' or not.
