Does it just not clear if reward inventory is not released? Reward fare classes are at the bottom of the heap for EUAs, so that isn't really fair.
You would think that people that have used miles to redeem for a Business/First class reward ticket would trump all complimentary upgrades.
If you are on an award ticket then you are at the bottom of the EUA heap and only then if you have the correct CC. If you are on a revenue ticket then your EUA/UDU-eligible segments clear based on the revenue bucket they are booked in and your status just like they if you didn't have the international segments on there.
