they aren't allowed to apparently
You can easily book the entire AKL-PHL-YYZ-AKL itinerary with UA, with segments on NZ, UA and AC metal. It came out around $3K ai for some random dates in November when I just tried this on united.com.

Alternatively, a travel agent (physical or online) can book you a single itinerary/PNR with the individual segments ticketed on different airlines.
