Actually, my department is encouraging the purchase of restricted fares instead of the previous unrestricted Y. They have run the numbers and have found that paying penalty costs for a rescheduled or cancelled flight is more than offset by the fare savings over the entire fiscal year, which will make it even more difficult to meet the $$ requirements of the not yet official new MP program.
