Even though it's unlikely you will be stopped by police for an ID, it is actually mandatory to carry one around in HK since the late 70's (when there was an influx of illegals sneaking into HK from China).

The checked-luggage counter is landside. No ID necessary to get there. But still, I suggest carrying it with you.
