Youth hostels will work as well as budget hotels.
Try Mirador Mansion or Chungking Mansion. These are two buildings with many cheap guesthouses.
Location is excellent. 10 minutes walk to the waterfront. Many shops and restaurants in that area. The airport bus is running from a bus station very close to Mirador Mansion.
The guesthouses are less than 30 US$/night and rooms are very small and basic.
