While there is some information sharing that goes on between EU countries' embassies, it's not 100% guaranteed that they do share this information. Some countries are easier to get visas with than others.

Spain has a reputation for being one of the harder countries, so while I don't know the OP's situation, I know that Spanish consulates can be a pain in the neck when it comes to papers.
