Indeed, in F class the luggage always arrive at the same time as I do, or before. Arrived on TG F yesterday. Got a buggy from the gate, cleared e-channel with no wait and my bag arrived as I got to the carousel. Took some 10 min from gate 40. HKIA luggage delivery system is amazing.
Regarding waiting time for foreigners: it can exceed 20min.
