My understanding is that at JFK I have to go through immigration and border control, collect baggage, and then check-in with Delta again. True?
All international arrivals must collect their bags to clear customs. You will need to do this.
Furthermore, KE operates into T1 and DL out of T2/3/4. (BOG is probably T3, but hey, you never know.) You will need to switch terminals. Even if KE "through checks" your bag, you will need to re-drop it. At that point, I'd bring it with you to drop it at the DL counter in T2/3/4 to reduce the chances of mishandling, even if you can drop it at T1 (which I don't know if you can).
KE might be able to check you in for your DL segment if it's on the same PNR, but there's not a huge win for that (other than perhaps confirming a seat assignment).
