Its interesting that the dates are not based around when you were actually promoted, as I have the same Membership and Card dates as the OP, despite the fact I was promoted a week or so ago.
I guess if you're being a real nerd about it you should try to time promotion around the 1st of any month, to extend your membership and card years as long as possible
Yes, all membership years end on the 8th of the calendar month after you were promoted, AFAIK. To this end, I have arranged to make Silver on the 5th of November
