Ideas:

1. I think FA's should offer a 'bounty' for catching offenders...
2. Critical Safety issue allows you to physically assault the offender for trying to down a plane.
3. Endangerment of life allows you to sue and recover damages.

I've always wondered how a plane can pass pre-flight checks at the gate with 100's of cells less that 50 ft away?
