Maxim's at City Hall only opens at 11a on weekdays (9:30a on weekends), leaving too little time to do the rest of the itinerary. It is convenient on the way down from the Peak, but it's not THAT close to the Star Ferry anymore.

Lines won't be a problem for Peak Tram since you'll be there really early.
