As the two above me have said you will get "Upgrade Requested" after you book the ticket.

There is no difference between delta.com showing "Upgrade Eligible" and "Not Upgrade Eligible" on low vs medium/high tickets. It actually has to do with direct vs indirect routings. If you look at direct flights (e.g. JFK to SEA) you will see Upgrade Eligible. If you look at indirect flights (e.g. JFK to MSP to SEA) you will see Not Upgrade Eligible. It fixes itself after you book the ticket.

No idea why DL started doing this (it's been happening for months) or why they aren't fixing it.
