I've been noticing lately that whenever I look for award tickets, the low level tickets (25,000 miles) has "not upgrade eligible" listed next to it while the other levels have "upgrade eligible" listed next to them.

Has Delta made changes to their low level award tickets where they do no give upgrades to medallions?
