Yes!!!!!
but this strange phenomenon happens to me more often from the taxi queue on the arrivals level where I can't choose the car/driver. This is why debating the use of meter is important on every instance, even from the queue.
My success is much better when I can choose the driver... and better yet when it's a driver who just dropped a fare.
