So maybe if you don't need the capability immediately on arrival, you can save a bit of money by waiting until you get into London.
If you are prepared to use a cheap phone the phone shops/mobile operators occasionally will have a phone that is either virtually free (there was a 1p one at the Carphone Warehouse) or one you can buy for next to nothing along with the top up. For example the Alcatel OT 209 (royal wedding version) when you did a top up was £1 + the cost of the top up.
