Out of those three serviced apartments, I'd choose President Palace as it is the newest.
However, if I were to do major sightseeing (eg. Grand Palace, Wat Arun, Chatuchak Market, etc), then I'd probably choose riverside hotels.
Getting there will be much faster and easier with river boat ride to Tha Chang pier or BTS train to Chatuchak market.
You might want to check out Chatrium Bangkok Riverside which I think is a good value.
Not too sure on breakfast, though.
