Complimentary Upgrades to South America?

Per DL.com:

Unlimited Complimentary Upgrades are subject to availability, may not be available on all flights or in all markets, and are not valid for travel to/from Hawaii, Transatlantic and Transpacific destinations. Complimentary Upgrades are not available on flights to/from South American cities that are serviced with our BusinessElite® product (i.e., Buenos Aires, Argentina; Rio de Janeiro and Sao Paulo, Brazil; Santiago, Chile; Lima, Peru; Caracas, Venezuela)

My question: Does this mean NO complimentary upgrades on ANY flights into cities serviced with BE products (including NO UGs on flights without a BE cabin)? OR, just NO complimentary upgrades on BE flights into those cities?

Ex: Flying ATL-BSB-SDU... the ATL-BSB leg is on a 757-200 and the BSB-SDU leg is 737-700. Are comp. UGs available on these flights (I'm assuming these flights don't have a BE cabin)?
