LOW - for example 100,000 miles business class to Europe - unlikely - but possible - as others mentioned, partner awards book into low, so that is your best bet - to find a flight on KLM/Air France/Alitalia/Aeroflot

MEDIUM and HIGH - ripoff levels created by Delta to fleece you out of your miles - most awards are this level.
