I have had this on a few of my flights before to and from JER, on both flights the CE cabin was completely empty!

Personally, I think it would make sense to make the JER route a domestic service- although I'm sure that CE is fairly profitable as it does get busy on the weekday early morning departure to LGW and on the late departure back to JER but it has quietened down quite a bit now... chance of change SRG?
