Could you imagine the UA-style monitors combined with the #1 is not really #1 ordering? At least with the CO system, only people obsessively checking their smartphones are the ones who could become aware of this. With UA's approach, more would become aware of this nuance.
That said, I'm not sure they can simply bring back the 3-hour rule. As I understand it, EUA is run at each checkin as a workaround to preserve ordering due to the previous issue they had, which was that upgrades were given at checkin if space were available (e.g., a Silver checking in with R=1 would get it even if there were eligible Plats).
If they simply remove this band-aid, they would have either reopen the other issue, or have to ultimately address it (i.e., don't upgrade at checkin).
