The final EUA sweep is when the gate takes control (about 30 minutes out, typically). That's when the gate upgrade list you can see becomes the authoritative list.
As an Elite, you're eligible to pre-board (35-45 minutes out, typically) on CO, so you may be on board by the time the list is authoritative.
I wish they would revert back to the 3-hour EUA cutoff. At least then you had a reasonable amount of time in which the visible list was the list they were going to go off of.

As has been documented many times, in the last 24 hours, EUA can run and will upgrade someone way down on the Gate Upgrade list over people at the top of that list simply because it uses a different algorithmn.
Yup. There was one glaring example the other day where #7 was upgraded before #1, #2, #3, #4, #5, and #6.
