I have been outside the US. However, the times I've been to Europe, my point of entry has always been my final destination so I've always had to collect bags upon landing anyways, I've never had to transit through a European airport (except FRA on a TXL-FRA-ORD flight, but obviously then bags weren't an issue).

Anyways, now that I think of it, if you were to allow passengers flying US-EU Airport-Another EU Airport to connect without rescreening, you're trusting the TSA's screening for the EU-EU leg of the flight. If you were in charge of making all security related decisions at EU airports, would you trust the TSA? Didn't think so. I can't fault them for rescreening people.
