Can a hotel offer rates without ability to redeem awards?

I am looking to book a room at a SPG Property. There is no point reservations avail after Jan 1st. There are also no paid reservations on SPG after Jan 1st.

I asked SPG Plat to look into it. They said:

"Please know I have contacted the hotel on your behalf and spoke to xxxc in reservations. She informed me the dates for 2012 will not be loaded until the middle of November. She has offered to contact you when the dates are loaded and she is also available to assist you with making reservations if you wish."

The hotel has its own reservation staff and willing to accept reservations no problem but can't do any point reservations. Their reasoning is they offer 2012 rates at 2011 prices now and don't want to do it on SPG till they switch to 2012.

-My first thought is this is an end round against using SPG points. This is a defacto blackout. But then again it's at the cost of being able to make any paid reservations. Loss revenue!!

I am now looking to shift my business as I don't want to see other rooms book up as there's no reason to wait till Nov for a January reservation.
