Then the solution is SIMPLE! USPS should raise the rates on bulk mailing until either they stop losing money on them, or until Chase stops mailing them due to the high cost!

Anyways, saying the Post Office lose money on bulk mailings is simply redundant. Apparently, they lose money on non-bulk mailings too.
