I've seen many a person who did not notice the screws and try to pull it off the trolley. They assume they are on a cart, not bolted to a cart. Most people don't inspect the inside of the bin, which is one reason I think companies who buy advertising space in them are wasting their money.

Of course, that also means they won't notice the do not remove signs, but that's another story.
