Just ask them for the Privacy Act disclosure statement before they copy it. If their response is that they will throw the info away at the end of the day, ask if that would be always the case. If they respond affirmatively, then query them if they would throw out that info even if something bad happened on that flight? Of course they wouldn't, which means that a Privacy Act disclosure statement would be required.
