I think if Delta denied kids with special needs to fly unaccompanied, they'd quickly be sued on account of discrimination.
Most of these laws only require "equal access". For example, if you have a disability where you are overweight, delta must allow you to board but may mandate that you purchase two seats.
In this child's case, they may require you provide a qualified adult to accompany your child or medical clearance letter.
