Circle Pacfic is a different animal altogether like the Global Explorer. Both in rules, spirit, and carriers.

Circle Indian is almost identical to a Oneworld Explorer with two major exceptions.

1) you are not going around the world. There are many different continental routings, but suffice it to say they involve Europe, Africa, South West Pacfic, and Asia. They come in three or four continents and the price is the same as the OWE.

2) you are limited to two stopovers per continent

Usermark has the file on his website with the other Starfiles. It's not terribly exciting since the rules are pretty simple. To more specifically answer your question, the codesharing allowance is like the OWE not the GlobEx.
