The most basic problem with this itinerary is that is not round the world. Bit obvious. You need to go to North America or South America for OWE
CAI-MAD-DUS-LHR-CPT-JNB-SYD-CNS-PER-SYD-BKK-HKG-DPS-HKG-LHR-CAI is only 15 segments. For someone who implied they want more miles not using the max of 20 segments is a sin.

Within Australia only one non stop flight is permitted between Perth and Brisbane, Cairns or Sydney; or between Darwin and Melbourne or Sydney. This restriction does not apply for passengers originating their travel in Perth or New Zealand when travelling to/from Africa on the Sydney-Perth direct flights.
Therefore you can do CNS-PER
and PER-SYD
Other long distance routes in Aus
mel-bme 1929
syd-bme 2100
mel-per 1682
syd-per 2041
cbr-per 1942
cns-per 2133
mel-drw 1941
syd-drw 1957
mel-cns 1432
The new routes to BME and PER-CBR are not (yet) excluded by the rules
The flight that is “missing” is PER-AKL at 3323 miles. Air NZ fly on this route, but QF does not.
For a OWE you need QF metal or a code share on a OW carrier metal
Code share’s on another non OW carriers are not permitted with a OWE

If you hold your mouse over the South Pacific islands you see very little “red lines” Most of these are not on QF metal,. so no opportunities for a long distance QF flight in the SWP region.
Noumea, is served by Air Caledonia as a QF codes share
