My interpretation of the different articles I've read is that:

(1) She drew a "picture" of a bomb on a piece of paper.
(2) The piece of paper was then placed in checked luggage.
(3) She wrote "Boom" on the outside of the luggage.
(4) After being checked, the luggage was opened by TSA and/or other DHS agencies, who found the piece of paper.
(5) The "hoax bomb" appears to have been nothing more than the picture she drew.

Here is a link to another of these stories that have helped form my interpretation. This particular story is posted on the website of a Miami television website (WPLG):

Here is a two sentence quote of that article:
Miami-Dade police said Danisa Landaeta, 30, of Miami, drew a picture of a bomb and wrote the word "boom" on the luggage of her friend, who was at MIA to catch a flight to Venezuela.

According to the arrest affidavit, Landaeta's friend turned over the luggage to Santa Barbara Airlines before her flight.
The use of the word "picture" is what concerns me - it might have been a cartoon drawing for all we know! I just hope the arrest affidavit shows up on the smokinggun or another website.
