[I bet that most of the check-in agents at those small-town rural regional airports in WI and MN have seen RTDs, but I doubt any of them have seen any such US person (that includes persons with US-issued RTDs) traveling with an RTD on a flight to Cuba on the ticketed itinerary being used for check-in there, so almost no point in asking them. And when it comes most of the segment of RTD-using passengers traveling on non-US-issued RTDs from such airports, they are usually headed "home" or to "work" or "school", neither which involves Cuba.]
Given that the US Treasury travel restrictions apply to all US residents, not just US citizens, I suspect you are correct that your questioning would be for naught.
