I know that they have two Peninsula green
Mini Coopersthat are at the disposal of suite guests. These cars can be used for several hours within a 10km radius (virtually anywhere in central Tokyo) - to me this would be a much more valuable service than the one way house car within 2km
Yurakucho is right in the middle of Ginza and Marunouchi, so a house car is almost unnecessary to get to those places (though it might be nice). For shopping, of course, it is better to have a car stay with you and bring you back to the hotel with your purchases than to simply be dropped off by a house car.
