It is what it is. I'm sure Hilton has its reasons for their tier structuring. Perhaps they think that they are pulling business from chains with "harder" qualification. Maybe the historical data supports the that criterion for the percentage of Diamonds that they desire (I read on another thread that 3% of Hhonors members are Diamond).
One thing that I will say about Hilton, they are tougher than than some other chains when it comes to re-qualification. SPG(?) will soft land you to lower tier if you don't have enough nights. Marriott will count last year's excess nights if you don't requal. Hilton doesn't do that. So in a sense Hilton status can be harder to maintain (unless they offer you a challenge).
Status doesn't get you a ton at Hilton properties. So really there isn't much of a need re-tier. Suites aren't a part of the upgrade program so really all the Diamonds and Golds are competing for a marginally better room which may not seem like an upgrade at all. I don't think that a re-tier will make the program any more desirable to anyone without ego or status issues.
There are plenty of people on both sides of the issue. Come back in April and read the complaints from people would didn't requalify for their status and imply requirements should be lowered.
And, honestly, after having been a Diamond for a while I don't see much benefit other than the 48 hour Reservation Guarantee -- if I get stranded I may not be as stranded as everyone else.
It's a fairly well discussed issue.
