Not sure what they are supposed to do, but BA in London has always just stickered a change to a routing when only BA or QF flights are involved and the number of coupons remained constant. I have never been charged the change fee either.

ps. is there still a ticketing person in the Terminal 1 lounge? i always found that to be the best place to do these changes.
