This happened to me at IAD before too. I arrived early enough to make the close connection. I was told that I shouldn't/couldn't (not sure the exact words the agent used) take that flight as my bags wouldn't make it. Waited around Dulles for another few hours (after a red-eye from South America) and got on my flight to ORD.
At ORD went to the baggage claim and watched ALL bags from my flight come off. Mine of course wasn't there. Finally I noticed that at the claim next to mine my bags had come in on the flight I was told not to take! 45 minutes wasted waiting for my bag then another 10 minutes to even find a baggage agent to unlock the case.
The only good things I can say are at least they were kind enough to lock the bags up and that they didn't loose them.
