I ended up spending most of the flight in the fully reclined position: unfortunately for the person behind me who was trying to do work on a laptop... but it worked out for me as I had wanted to sleep on the flight anyway. I generally feel that recline is the prerogative of the person sitting in the seat not the person sitting behind, so I was glad that the non-working seat lock avoided a potentially awkward "negotiation" with the person behind me.
Even if the recline is working, you have the 'benefit' and option of reclining your seat if you want to without objection..

I've flown enough that anyone who is in front of me sitting has the right to recline.. and I'm 6'5".. to help compensate, I would recline my own seat..

I don't mind the seat in front reclined.. even if I do my work.. that is just something all flyers should accept as the normal course way of flying.. and all flyers have the equal right to recline or not..
