Do either of the mentioned operating carriers have a regular paid published fare for the routing?
AA has chosen to be a slave to regular paid published fares when pricing the mileage tickets it books/issues for partner carrier flights, so that is sometimes the cause for a single mileage ticket being priced as if multiple awards are required (by AA) even when there is no stopover. This kind of approach chosen by an airline allows for it to charge more (in miles) to issue a ticket than would be the case if not requiring one of the operating carriers to have a regular paid published fare that covers the entire trip.
