I made a reservation in Estonia a couple of days ago. Price on hertz.ee was about 35 euros below the price on hertz.com, and that was using an AAA CDP on hertz.com. hertz.ee didn't seem to accept any CDP I put in.

They emailed me a confirmation, so I have the added benefit of knowing that the locals have my reservation. Less danger of showing up and having them not find it.
