On exactly what grounds? The seat next to OP was still empty even with aircraft swap. It was the bulkhead that didn't suit him, but it's hardly a reason to ask for compensation.

So he was in 2D with 2C occupied -> Economy seating 2+2 instead of 1+1.
This would be the reason for asking for a compensation.
