As noted above, officials do not consult the database when you exit the country. I suppose you could be flagged as is done in the US, but this is normally reserved for high value fugitives, doubtful on a speeding ticket.
I suppose for those who don't pay tickets, its much needed information to know..
imo.. paying the ticket is good.. especially for future travel without hassles.. and especially if memory doesn't quite serve correct when entering and exiting countries, whether there is an outstanding violation..
