If you phone out of your (North American) normal business hours, you may be diverted to a call centre some place other than the US, who may give you a different answer

QF's call centre is in Tucson, AZ. There is no 24 hour hunting line to divert to say, Australia. IN any case, the ticket has to be issued in Canada and thus has to be referred to the Rates Desk for North America.
