The "I am travelling" box is not new.

As noted on Delta.com, and in your post above, "As a Medallion® member, you are eligible for greater Award seat availability when booking Delta Economy Class Award Travel."

FO (Silver) is Medallion, so they get greater availability than non-Medallion.
