Sounds like it varies between ports as I have entered the US by ship twice this year and all they did was swipe my passport and briefly ask why I was on the ship. I didn't even get an new entry stamp (on each occasion I had left the US on the same ship a few days previously). Had you boarded outside the US?

I did spot that there is a large stack of I-94Ws at the back to the JFK T7 immigration hall still when I passed through 4 week ago. I wondered at the time why they still keep them. I hope they are not thinking of bringing back the paperwork.
