Very hard to believe, because Russia, Ukraine and others have control over traffic rights. I remember that even Blue 1 heard "no" in it's attempt to fly between Finnish ski resorts and Moscow.
Also I cannot see enough local's here to fill the plane. Transfer could help, but Flybe going against AY and HEL sounds irrational.
