Sorry to disagree, but my experience is that TA's are essentially 100% at the mercy of the rate agent they draw when they submit an rtw for pricing (and rules interpretation). If TA notices that the airline has made a mistake and the rate desk is willing to admit it, that's one thing, but most of the cases I've heard about or had happen to me, the rate desk is 100% sure they're right. Unlike us pax who might be willing to push the matter, TA's are likely to value their relationship with the airline and might not be so willing to argue a point. It's not their money, and when they talk to the pax they can always quote the rate desk as if it's the final word. Which it is.
